Will A Presa Canerio Turn Into An Aggressive Dog?

Do you think a presa canario will turn into an aggressive dog if it lives a home life?

I find that my neighbor’s dog is becoming more and more aggressive. I was scared off by it when I tried to pass my PS3 to him.

I don’t think my neighbor has taken care or trained it properly all this while.

I read that you have to know the history of the dog and spend lots of time training, socializing and caring for it so that it will not turn into an aggressive dog.
